Mix the olive oil with mustard, honey and soy sauce and rub on the tuna steaks. Shake the cracked pepper on greaseproof paper and coat the tuna. Trim the radicchio and slice in half lengthways. Heat 1 tablespoon of olive oil in a large pan until very hot and fry the tuna steaks 1 minute on each side, set aside. Heat another pan, dust the radicchio with icing sugar and drizzle with olive oil. Place in the pan and cook until caramelized. Serve with the tuna, drizzled with lemon juice.
