In a deep bowl, mix together the oats, flour, caster sugar, baking powder and salt. In a measuring jug, whisk together the milk, eggs, lemon zest and vanilla essence. Pour this mixture over the flour and oats, and mix lightly together just to incorporate(do not over mix) Finally, gently fold in the blueberries and divide the mixture between the 12 muffin tins. Mix together the extra oats and brown suger, and sprinkle all over the muffins. Bake in the oven at 200`c, for 18-22 minutes, or until the muffins are golden brown. Remove from the oven and allow to cool down before removing the muffins from the tin.
