Gently fry the beef in the oil to sear, add half the beef stock and cook till almost tender. Remove from pan. In the same pan, gently fry the onions with the curry powder till soft, add the carrots and cook till crispy. Return the beef to the pan together with the coconut milk, raisins, chutney, potatoes, beef stock, chili and seasoning further cook till beef is tender and sauce thickens. Serve on plain steamed or boiled rice.
